Governing Digital Cultural Heritage through Hexahelix Collaboration: Evidence from Kayutangan, Malang

Kayutangan Heritage in Malang is a living urban heritage area where cultural preservation, community governance, local economic activity, and digital innovation intersect. This study examines how six actor groups and collaborative governance processes shape the emergence of digital cultural heritage within a smart society-oriented setting. An interpretive single-case study was conducted using semi-structured interviews with 23 informants representing government, academia, business/MSMEs, community actors, media, and CSR/philanthropic actors, supplemented by four observation sessions, two focus group discussions, and document analysis. Data were analyzed through iterative qualitative coding, followed by hexahelix actor-resource mapping and interpretation using Ansell and Gash's collaborative governance framework. The findings show a functionally differentiated but asymmetrical actor configuration. Government actors contribute formal authority and infrastructure; community actors contribute local knowledge and everyday management; academic and technical actors contribute research, historical validation, and digital expertise; while business, media, and CSR/philanthropic actors provide economic, communication, and external-resource support with varying continuity. Collaboration is supported by resource interdependence and facilitative government involvement, but institutional arrangements and participation remain uneven. ARchive is best understood as an emerging digital interpretation initiative rather than evidence of a completed digital-heritage system; during the fieldwork period it was publicly presented as an augmented-reality tour-guide application, but this study did not evaluate user analytics or causal visitor effects. The study therefore proposes an integrated analytical lens in which actor-resource configuration and collaborative-process quality jointly shape whether digital cultural heritage becomes coordinated, maintained, and socially embedded.
